CMDA Looks to Fast-Track Building Approvals with Major Digital Overhaul

Obtaining planning permission in Chennai has long been a pain point for developers, often resulting in project delays and increased costs. In an effort to make the approval process more efficient, the Chennai Metropolitan Development Authority (CMDA) has begun work on a comprehensive upgrade of its Online Building Planning System (OBPS).

The move follows a consultation meeting held with builders, developers and real estate associations, where industry representatives highlighted several challenges that continue to affect project approvals. From delays in obtaining No Objection Certificates to limitations in the existing self-certification framework, stakeholders urged the planning authority to simplify procedures and reduce turnaround times.

CMDA officials said the proposed upgrade will focus on improving application processing, workflow management, technical integration and user experience. The objective is to create a more transparent and predictable approval system that benefits both developers and property owners.

A key demand from the real estate industry was the expansion of the self-certification planning permission scheme. Currently, the provision is available only for small residential buildings on limited plot sizes. Developers have requested that the eligibility be extended to projects with up to eight dwelling units and a built-up area of 10,000 sq ft. They have also sought inclusion of commercial developments under the scheme.

The discussion also brought attention to the time taken for securing approvals from multiple government departments. According to industry participants, delays in obtaining mandatory NOCs often slow down projects even after planning applications have been submitted. Faster inter-departmental coordination, they said, would significantly improve project execution timelines.

Another subject that generated interest was the review of Floor Space Index norms. Developers believe that rationalising FSI regulations in select growth corridors could help accommodate future urban expansion while making better use of available land.

With Chennai witnessing increasing investments in residential, commercial and infrastructure projects, the need for a responsive approval mechanism has become more important than ever. CMDA Member Secretary A.R. Rahul Nadh said the authority would evaluate the suggestions received during the consultation before taking a decision.

Industry observers believe that a successful upgrade of the OBPS platform could help improve investor confidence and support Chennai’s next phase of urban growth.
