
The Union Cabinet’s approval of the ₹17,167-crore Outer Harbour Project at VO Chidambaranar Port in Thoothukudi sets the stage for a major expansion of the port’s maritime infrastructure. The project includes new harbour facilities and two container terminals aimed at increasing cargo-handling capacity and supporting trade through southern India.
The project received approval from the Cabinet Committee on Economic Affairs (CCEA). Of the total estimated investment, ₹11,733 crore has been allocated for harbour infrastructure, while ₹5,434 crore is earmarked for the expansion of container terminals under two phases.
The harbour infrastructure will be developed under the Hybrid Annuity Model (HAM). Meanwhile, the container terminal expansion will follow the Design, Build, Finance, Operate and Transfer (DBFOT) model. The project details do not identify the contractors or concessionaires responsible for executing the works, and a construction timeline has not been specified.
### Two Container Terminals Planned
The proposed Outer Harbour Project will include breakwaters, rock bunds, wharfs and supporting yard infrastructure. Two container terminals are planned, each with a quay length of 1,000 metres.
Together, the terminals are expected to provide a handling capacity of 4 million to 5.2 million Twenty-foot Equivalent Units (TEUs). This capacity will expand the port’s ability to handle containerised cargo as maritime trade and logistics requirements evolve.
The additional infrastructure is also expected to strengthen the port’s role in regional freight movement. Container terminals, harbour protection structures and backup yard facilities will form key components of the proposed development.
### Boost for Tamil Nadu’s Maritime Infrastructure
VO Chidambaranar Port, located in Thoothukudi, is an important maritime gateway for southern Tamil Nadu. The Outer Harbour Project will add infrastructure and container-handling capacity at the port, with potential benefits for shipping, cargo movement and regional logistics activity.
The project’s two implementation models separate the development of harbour infrastructure from the container terminal expansion. Under the announced structure, the harbour works will use HAM, while the terminals will be developed through DBFOT arrangements.
However, the approval announcement does not specify the project’s construction schedule or name the companies that will undertake the work. Further implementation details will become clearer as the project progresses.
With an estimated cost of ₹17,167 crore, the Outer Harbour Project represents a substantial planned investment in Thoothukudi’s port infrastructure. Its eventual impact will depend on execution, commissioning and the extent to which the additional container capacity is utilised.
