Greater Chennai Corporation Plans ₹1,200 Crore Urban Infrastructure Push Across Chennai

The Greater Chennai Corporation (GCC) has proposed a comprehensive urban infrastructure development programme worth around ₹1,200 crore, aimed at improving flood resilience, neighbourhood connectivity, public spaces and waste management across Chennai over the next three years.

According to official sources, the first phase of the proposal brings together several key initiatives under a single urban development framework. The projects include blue-green infrastructure, integrated neighbourhood development, beachfront improvement and sustainable solid waste management. Officials indicated that the programme could eventually replace the State government’s earlier Singara Chennai initiative.

The proposed funding model combines financial support from multiple sources. Around 25% of the project cost is expected to be funded through the Centre-sponsored Urban Challenge Fund (UCF), while the Tamil Nadu government is likely to contribute another 25%. The remaining amount will be financed through institutional borrowings and a limited contribution from the corporation’s own resources.

As part of the blue-green infrastructure programme, the GCC has identified nine lakes for restoration. These include Perungudi, Porur, Retteri, Adambakkam, Velachery, Kallukuttai, Subramanya, Ramanthangal and Sathangadu lakes. The restoration works aim to strengthen Chennai’s flood management capabilities, improve biodiversity, restore natural ecosystems and create accessible recreational spaces around the water bodies.

The integrated neighbourhood development programme will cover ten major zones across Chennai, including T. Nagar, Adyar, Besant Nagar, Anna Nagar, Villivakkam, KK Nagar, Royapettah, Triplicane, Guindy, Velachery, Perambur and George Town. Planned works include pedestrian-friendly streets, continuous footpaths, safer school access corridors, redesigned junctions, improved first and last-mile connectivity to public transport, organised vending zones, additional parking facilities and upgraded parks.

The corporation has also proposed developing five city beaches to Blue Flag standards with support from the Urban Challenge Fund and the World Bank-funded TNSHORE project. Besant Nagar, Thiruvanmiyur, Palavakkam and Uthandi are among the beaches identified for redevelopment.

Another major component of the proposal focuses on sustainable solid waste management. The GCC plans to establish a 700-tonne-per-day composting facility at the Perungudi dump yard while expanding organic waste processing, reducing landfill dependence and promoting resource recovery as part of Chennai’s circular economy strategy.
