Andhra Pradesh House Site Patta Programme
The Andhra Pradesh government is stepping up its drive to distribute house site pattas to eligible beneficiaries while also working to give greater property rights to families who received plots under earlier housing schemes.
The initiative is part of the state’s broader housing programme, which includes the distribution of completed houses under schemes such as TIDCO and the Pradhan Mantri Awas Yojana (PMAY).
At a recent Collectors’ Conference, Chief Minister N. Chandrababu Naidu directed district officials to ensure that eligible beneficiaries receive house sites and pattas within the prescribed timelines. The government has been conducting housing handover programmes across different parts of the state as it works towards its larger housing target.
In March, more than 2.5 lakh houses constructed under TIDCO and PMAY schemes were handed over to beneficiaries across more than 30 locations. Nearly 15,700 houses were distributed in Tirupati district during the exercise. The state government has also stated its intention to complete and hand over another 4.5 lakh houses as part of its broader plan to construct 17 lakh houses and ensure housing for eligible poor families by 2029.
A parallel reform is aimed at beneficiaries who received house site pattas before 2016. The state has announced that these pattas issued under government housing programmes will be eligible for registration.
The move is significant because earlier allotments carried restrictions on the transfer and use of the properties. Once registered, eligible beneficiaries are expected to gain fuller ownership rights, including the ability to sell, mortgage, lease or transfer their properties.
The reform is expected to cover nearly 75 lakh families across Andhra Pradesh. It also involves digitisation of land records and the distribution of Pattadar Passbooks, aimed at strengthening formal ownership documentation.
The government’s wider approach combines new house-site allotments with efforts to regularise and strengthen property rights for existing beneficiaries. Officials are expected to continue the process through district-level implementation and verification.
A reported plan to distribute 26,426 house site pattas in Visakhapatnam on September 19 could not be independently confirmed from the government statements and reporting available in the source material. The broader patta distribution programme, however, remains part of Andhra Pradesh’s ongoing housing agenda.
