Developers Urge Tamil Nadu to Reconsider Construction Curbs Around Pallikaranai Marshland

Real estate developers in Tamil Nadu have appealed to the state government to review its decision restricting construction activities within a one-kilometre buffer zone around the Pallikaranai marshland in Chennai. The Builders’ Association of India (BAI) has warned that a blanket freeze on building and planning approvals in this zone could disrupt the livelihoods and housing prospects of nearly five lakh residents.

The restricted zone reportedly covers 13 villages that already have approved layouts, IT parks, commercial developments, and even portions of the metro corridor. According to K. Venkatesan, the state chairman of BAI, a sweeping prohibition will particularly affect lower- and middle-income families who have invested their savings in homes or small developments in this region. He confirmed that the association has written to Minister P. K. Sekar Babu and Housing Secretary Kakarala Usha, urging them to reconsider the decision and adopt a balanced approach.

This appeal follows an interim court order restraining Brigade Morgan Enterprises from constructing 1,400 residential units adjacent to the marshland. The project, which had obtained several statutory clearances, has reignited a long-standing debate on balancing urban development with ecological preservation in Chennai’s southern suburbs.

Experts say the issue highlights the urgent need for the government to clearly demarcate ecologically sensitive zones to prevent confusion in future planning approvals. “Without transparent boundaries and accountability, both developers and officials are left in a grey area,” said a former city planner, speaking on condition of anonymity.

Currently, the state government is in the process of finalising the boundaries of the Pallikaranai marshland. Under India’s Wetlands (Conservation and Management) Rules, Ramsar sites must be formally notified after public consultation and survey. A 60-day comment period will be followed by a 240-day window for review and final notification.

Developers, however, maintain that sustainable development and environmental protection can coexist if proper planning guidelines are clearly established. They have urged authorities to ensure that the livelihoods of thousands of families and the progress of Chennai’s urban infrastructure are not unduly hampered.
