BDA Eyes ₹6,000 Crore Revenue From Regularisation Of Unauthorised Buildings In Bengaluru

The Bangalore Development Authority is expecting a major revenue boost from its latest regularisation drive for unauthorised buildings located on BDA land across Bengaluru. The authority estimates that it could generate around ₹6,000 crore if nearly 1.1 lakh identified buildings are regularised during the 100 day window beginning June 15.

The move is aimed at bringing several long pending properties into the official planning and revenue framework. According to officials, the exercise mainly covers buildings that came up on lands acquired or notified during the formation of BDA layouts and other site development projects. In many cases, development could not proceed due to engineering and technical challenges, while existing structures continued to remain on the land.

To encourage wider participation, BDA has announced a 50 percent reduction in regularisation charges. Officials believe this revised fee structure will make the process more practical for property owners who had stayed away from the earlier scheme due to high costs. The regularisation scheme was first introduced in 2020, but it received a poor response, with only around 600 applications against an expected one lakh.

One of the major concerns earlier was that buildings constructed before 2008 were being assessed based on the much higher 2020 guidance value. Property owners argued that they were being asked to pay present day rates for properties occupied many years ago. The revised approach is expected to address these concerns and improve response during the fresh window.

For landowners, regularisation could provide significant legal and financial relief. Properties that remain unauthorised are not fully recognised in government records, which restricts sale, transfer, mortgage and other legal transactions. Once regularised, owners are expected to gain better clarity over property status and documentation.

The initiative is also important for Bengaluru’s urban development, as it could help the government map and regulate built spaces more effectively. If successful, the drive will not only unlock revenue for BDA but also bring thousands of properties into the formal real estate system.
