Andhra Pradesh Steps Up Urban Infrastructure Spending

Andhra Pradesh is stepping up its urban infrastructure investment, with projects worth more than ₹20,000 crore already initiated across the state and another ₹14,400 crore worth of projects being prepared under the Centre’s Urban Challenge Fund (UCF).

Municipal Administration and Urban Development Minister P. Narayana outlined the funding plans at a UCF workshop for municipal commissioners in Vijayawada. The meeting was also attended by HUDCO Chairman Sanjay Kulshrestha.

The Centre has created the Urban Challenge Fund with a corpus of ₹4 lakh crore to support urban development projects across India. Under the scheme, Andhra Pradesh has been allocated ₹3,600 crore in grant assistance based on its population. The state can additionally mobilise up to ₹10,800 crore through institutional borrowings and other sources.

Narayana said municipalities in Andhra Pradesh currently have the capacity to raise around ₹5,000 crore through loans. Under the UCF framework, this could attract another ₹1,250 crore, taking the potential funding available through this route to ₹6,250 crore.

₹5,000 Crore Annuity Package Also Planned

The state government is also moving ahead with a separate ₹5,000-crore urban infrastructure package under an annuity model approved by the Finance Department.

Under this arrangement, implementing agencies would fund 60% of project costs, while the government would contribute the remaining 40%. Repayments would be spread over 10 years. The government’s share is expected to be supported by revenues from the Layout Regularisation Scheme and Building Penalisation Scheme.

The minister has also asked municipal commissioners to prioritise essential infrastructure needs, particularly drainage in densely populated areas, rather than selecting projects primarily in response to political demands.

The broader urban infrastructure pipeline across Andhra Pradesh’s 123 Urban Local Bodies is estimated at around ₹40,743.67 crore. Of this, projects worth ₹15,274.21 crore are already under implementation through schemes and institutions including AMRUT 2.0, the Asian Infrastructure Investment Bank and the Urban Infrastructure Development Fund.

Another ₹25,469.46 crore is being taken up through the Urban Infrastructure Development Fund, Urban Challenge Fund and Hybrid Annuity Model.

The state has separately sanctioned ₹7,469.46 crore for roads, drainage, parks, street lighting and central medians across its 123 Urban Local Bodies. This includes ₹5,500 crore in capital works and ₹1,969.46 crore in interest payments over 10 years.

The programme is aimed at addressing the remaining 4,388-km urban road gap. Andhra Pradesh’s assessed urban road network stands at 25,626 km, of which 21,238 km, or 82.9%, has already been upgraded.

The wider figures do not include nearly ₹80,000 crore of infrastructure projects being implemented separately in the Amaravati region under the Capital Region Development Authority.
