
Kerala is aiming to attract around ₹10,000 crore in investments during the first phase of its ambitious Mission Samudra initiative, a programme designed to strengthen the state’s maritime infrastructure and position it as a key hub for the blue economy.
Speaking at a press conference, Chief Minister V.D. Satheesan said the government is preparing to roll out a series of maritime development projects that will improve port infrastructure, promote tourism and create new economic opportunities. Among the major proposals are port-led development projects, an Oceanarium in Kochi and an International Maritime Museum.
According to the Chief Minister, these projects are expected to generate significant investment while enhancing Kerala’s maritime ecosystem. He noted that the government is optimistic about securing approximately ₹10,000 crore during the first phase of implementation.
The announcement comes at a time when the state is actively pursuing investments across infrastructure and industrial sectors. Kerala has been focusing on leveraging its long coastline, established ports and maritime heritage to attract private participation and strengthen logistics, tourism and marine-related industries.
The Chief Minister also addressed recent discussions surrounding the Tata Group’s proposed shipbuilding venture in the state. He clarified that representatives of the company had met the government to discuss investment-related matters and that certain issues involving Malabar Cements and Cochin Port had since been resolved. The government has encouraged the company to explore additional investment opportunities in Kerala.
Officials are also evaluating several proposals linked to the port sector, with detailed assessments of their commercial viability and business models currently underway. The government believes these initiatives will support long-term economic growth while improving connectivity and expanding industrial activity.
Mission Samudra is expected to become a cornerstone of Kerala’s future infrastructure strategy. By combining investments in ports, tourism, maritime research and supporting facilities, the initiative aims to strengthen the state’s competitiveness and create new opportunities for businesses, investors and local communities. If implemented as planned, the programme could significantly enhance Kerala’s position in India’s rapidly evolving maritime economy.
