Tamil Nadu to Make Online Registration Mandatory for First Sale of Plots and Apartments from August 17

The Tamil Nadu government has announced that online registration will become mandatory for the first sale of plots and apartments from August 17, 2026, under its Anywhere Registration scheme. The initiative marks another major step in the state’s digital transformation of property registration services and is expected to make the registration process faster, more transparent and more convenient for homebuyers, developers and builders.

Commercial Taxes and Registration Minister D Logesh Tamilselvan said the new system has been introduced to reduce physical visits to Sub-Registrar Offices while ensuring secure and legally valid digital registration of property transactions. The government believes the move will significantly improve service delivery and reduce the workload at registration offices across Tamil Nadu.

In the first phase, the new system will cover two categories of transactions. These include the first sale of plots by developers along with the corresponding deposit of title deeds, and the first sale of apartments by builders together with linked mortgage documents. These transactions will be processed only through the online presence-less registration platform.

Builders and land developers will be required to create dedicated login credentials on the Registration Department portal and upload all necessary sale documents digitally. Officials estimate that the initiative could reduce visitor traffic at Sub-Registrar Offices by nearly 30 percent, making registration offices more efficient while improving the overall customer experience.

The online registration process will use Aadhaar-based authentication, biometric fingerprint verification and digital photographs of both the property owners and attesting witnesses. The biometric information will be verified against the Aadhaar database before documents are approved for registration, ensuring greater security and preventing fraudulent transactions.

The new platform has been developed under the Registration (Tamil Nadu Amendment) Act, 2021, along with the state’s e-Registration Rules, which provide legal recognition to electronically presented documents. Registration officials will continue to verify every document for statutory compliance before approving registration, ensuring the same legal validity as the conventional registration process.

The initiative is part of the state’s transition from the STAR platform to STAR 2.0 and now the more advanced STAR 3.0 ecosystem. With secure digital verification, faster processing and reduced physical interaction, the Anywhere Registration scheme is expected to modernise property registration in Tamil Nadu and improve ease of doing business for the real estate sector.
