Centre Plans Rs 9,280 Crore Water Metro Push to Ease Urban Congestion

The Union government is in the process of rolling out a major policy-led push to develop Water Metro systems across India, with a proposed financial support of Rs 9,280 crore. The initiative is part of the draft National Water Metro Policy 2026 and is aimed at easing pressure on overcrowded roads while offering a cleaner and more sustainable public transport alternative for growing cities.

The scheme is expected to be implemented through a collaborative model involving state governments and private sector participation. Water Metro projects will be designed to connect city centres with nearby suburbs, islands and waterfront zones, while also supporting tourism and regional mobility. A key focus of the policy is seamless integration with existing transport networks such as metro rail, buses and suburban rail systems, ensuring last-mile connectivity for commuters.

Water Metro systems will operate using mechanically propelled vessels meant for the systematic movement of passengers and, where required, light vehicles. These services will function across inland waterways, coastal stretches and other suitable water bodies. The policy emphasises the use of modern vessels that meet safety, accessibility and environmental standards, making water-based transport a reliable option for daily urban travel.

At present, Kochi remains the only city in India with an operational Water Metro system. The government plans to replicate and scale similar models in other cities with viable water bodies, learning from operational and financial insights gained from the Kochi project.

The rollout of Water Metro projects is planned over a ten-year period starting April 2026. While the total estimated capital expenditure for the programme stands at around Rs 18,594 crore, the Centre’s contribution of Rs 9,280 crore is expected to act as a catalyst for attracting state funding and private investment.

Officials believe the initiative will not only reduce traffic congestion and vehicular emissions but also create new economic opportunities along urban waterfronts. With Indian cities expanding rapidly, Water Metro systems are being positioned as a long-term solution for sustainable and inclusive urban mobility.
