
Bengaluru’s civic body, the Bruhat Bengaluru Mahanagara Palike (BBMP), has presented a steeped hike of ₹19,930.64 crore ( ₹ 199.30 billion ₹) budget for the financial year 2025-26, which is exactly double than last year 2025-26 for ₹12,371.63 crore ( ₹123.71 billion ₹). The focus of this budget is the construction of some mega-structure projects like tunnel roads, double-decker flyovers, and white-topped roads.
The key highlight is the enforced garbage user fee of ₹10 to ₹400 per month, depending on the built-up area, from April 1. Other highlights of the budget show that BBMP’s total revenue receipt stands at ₹19,928.61 crores, comprised ₹11,149.17 crore from its sources and ₹8,778.94 crores from grants made by the Central and state governments, giving the city a surplus of ₹3.56 crore.
Tunnel roads are proposed for a huge investment of ₹42,000 crore. Of this, ₹17,780 crore has been earmarked for tunnel construction along NH-7, from Hebbal to Silk Board on Hosur Road. The Chief Commissioner of the BBMP Tushar Girinath has said that while a detailed project report (DPR) is being prepared, the state government has assured ₹19,000 crore for the project. The 60:40 model calls for the government and the BBMP to contribute 40% and hope that the rest, the 60%, will come from private concessionaires.
In a bid to increase revenue, the BBMP has identified seven lakh properties that were escaping taxation. Steps are being initiated to bring in these properties under the tax net to realise the fines and dues of ₹1,277 crore, including cess and other taxes. The civic body has proposed a target of ₹5,716 crore for the collection of property tax in the year. Another, ₹685 crore collection is expected to be world through advertisement and garbage service charges.
The budget also set aside ₹700 crore for “Brand Bengaluru” initiatives, ₹1,400 crore for solid waste management, and ₹40 crore for IT and AI-based projects aimed at improving BBMP’s operational efficiency. Infrastructure projects will be coming under a Special Purpose Vehicle (SPV).
BBMP Special Commissioner (Finance) Harish Kumar said the fund for infrastructure has grown by ₹4,000 crore since last year. At the same time, funds for discretionary grants for the Chief Minister and Deputy Chief Minister have also come down to ₹35.56 crore and ₹135.31 crore, respectively. Discretionary funds have, overall, seen a cut from ₹627.48 crore to ₹298.22 crore this year.
Through ambitious plans for infrastructure projects and a focus on improving revenue collection, the BBMP budget seeks to be the one that can recreate Bengaluru’s urban geography without compromising financial sustainability.
