
Dalmia Cement has received approval from the Bihar government to expand production capacity at its Rohtas cement plant, marking a significant step in strengthening the state’s industrial base. The approval has been granted by the Industries Department under the Bihar Industrial Investment Promotion Rules, 2016, according to officials familiar with the development.
With this clearance, the Rohtas facility’s capacity will increase by 50 percent, taking output from one million tonne per day to 1.5 million tonne per day. The expansion involves an investment of approximately Rs 107.32 crore and is expected to provide a fresh boost to industrial activity in the region. State officials said the project aligns with Bihar’s broader objective of attracting large-scale manufacturing investments and creating sustainable employment opportunities.
Industries Secretary Kundan Kumar said the expansion would generate direct employment for around 594 skilled and unskilled workers, while also creating indirect jobs across allied sectors such as logistics, raw material supply and services. The project is seen as particularly important for Rohtas district, which has been steadily emerging as an industrial hub in southern Bihar.
District Magistrate Udita Singh welcomed the approval, noting that the expansion would support economic development in the hilly district and strengthen its industrial profile. She said the project would also help improve local infrastructure and contribute to inclusive growth by creating livelihood opportunities for nearby communities.
The Rohtas cement plant, operational since 2018, holds strategic importance for Bihar’s cement industry. It is the state’s first integrated cement plant and the only such facility located on the Kaimur plateau. The unit was established close to limestone reserves in Kalyanpur, around 42 kilometres south of Sasaram, ensuring raw material security and operational efficiency.
Industry analysts said the expansion reflects steady demand for cement driven by infrastructure projects, housing activity and public investment across eastern India. For Dalmia Cement, the Rohtas expansion strengthens its manufacturing footprint in the region and positions the company to cater to growing demand in Bihar and neighbouring states.
The project is expected to be implemented in phases, with the company working closely with state authorities to ensure timely execution. Once completed, the expanded capacity is likely to enhance the plant’s contribution to the local economy while supporting Bihar’s long-term industrial development goals.
