Tamil Nadu Expands Self-Certification Scheme for Building Permits

The Self-Certification Scheme in said state for getting building approval in Tamil Nadu has been extended to cover a wider category of residential projects for speedy clearances.

Launched on July 22, 2024, by Chief Minister M.K. Stalin through the Directorate of Town and Country Planning (DTCP), it was primarily intended for fast-track approvals for the economically weaker sections and middle-income groups. Instant building permits through the Single Window Portal are for residential houses up to a 3,500 sq. ft. built-up area on plots measuring up to 2,500 sq. ft. Initially, only Ground +1-floor constructions with a height limit of seven meters were covered.


The scheme has witnessed good acceptance. As per government data, over 100,000 citizens have benefited from the simplified approval process, which eliminates lengthy procedures and minimizes dependence on multiple clearances.

The scheme witnessed a good response, and thus, it was announced in the Tamil Nadu Budget 2025-26 that the scheme would be further broadened to meet continuing urban needs, particularly regarding parking and ease of housing. Accordingly, from September 3, 2025, the Self-Certification Scheme will include residential buildings up to Stilt +2 floors with a maximum height of 10 metres. This means developers and individual homeowners can secure permits for slightly larger projects instantly, without delays.

Officials said the expansion is aimed at improving ease of living in urban and semi-urban areas while addressing the demand for parking spaces through the stilt-floor provision. The government hopes the change will reduce unauthorised constructions and streamline compliance, while also saving time and costs for ordinary citizens building their homes.

The Self-Certification initiative is among the state’s larger efforts to digitise and simplify approvals in housing and urban development. By expanding the scheme, Tamil Nadu is positioning itself as a frontrunner in citizen-friendly governance in the construction sector.

The updated facility is now live on the Single Window Portal, offering applicants immediate access to building permits for eligible projects.
