Puducherry Launches One-Time Regularisation Scheme for Illegal Constructions

Puducherry Chief Minister N. Rangasamy launched the scheme for one-time regularization of unauthorized constructions and deviations from sanctioned building plans in the Union Territory to address the illegal constructions persisting for decades.

The Act, now referred to as the “Puducherry One-Time Regularization Scheme for Unpermitted Constructions and Deviations 2025,” will apply to buildings that were built and roofed or floored during the period from May 1, 1987, to July 16, 2025. This covers the entire Union territory of Puducherry and allows property owners to legalize their buildings by following certain guidelines concerning documentation and fees.

Among others, the scheme was launched in the Assembly with the Speaker R. Selvam, Public Works Minister K. Lakshminarayanan, and senior officials from the Puducherry Planning Authority and Town and Country Planning Department.

The applications should be submitted only through the Online Building Permission System (OBPS) developed by the National Informatics Centre. The applicants shall have to submit online applications along with required documents, building plans, and fees prescribed for one year from the date of notification. This shall also protect from the disconnection of utilities, sealing, demolition of such structures, and denial of registration of such properties.

Application fees are fixed at ₹5,000 for residential buildings and ₹10,000 for all other categories. Non-refundable scrutiny fees are ₹20 per sq.m for residential buildings and ₹50 per sq.m for non-residential buildings. Regularisation fees are as follows:

  • ₹500 per sq.m for residential
  • ₹750 per sq.m for mixed-use and special buildings
  • ₹1,000 per sq.m for multi-storeyed buildings

Except for government buildings, all other buildings will show chargeable exemption in the scheme with 50% of the prescribed charge for aided school buildings.

Certain types of cases will not be subject to regularization according to this special scheme, including lack of land title, encroachments on government land, or properties earmarked for development.
