Kerala Government Introduces Major Reforms in Building Rules to Simplify Permit Process and Boost Development

In a significant step towards simplifying construction approvals and enhancing ease of doing business, the Kerala government has announced a comprehensive set of reforms in the state’s building rules. The new amendments aim to minimize bureaucratic delays, expand self-certification provisions, and make the permit process more transparent for both residents and developers.

Local Self-Governments Minister M.B. Rajesh, while addressing the media, highlighted that the changes were framed based on issues raised in district-level adalats. A 14-member expert committee conducted wide-ranging consultations with various stakeholders before finalizing the amendments.

One of the most impactful reforms is the expansion of the “low-risk building” category, now covering nearly 80% of residential constructions. Previously, only two-storey buildings up to 300 sq. m with a 7-metre height limit qualified for quick self-certified permits. With the height limit removed, homeowners can now secure building permits within minutes of applying online.

For commercial constructions, the area limit for self-certified permits has been raised from 100 sq. m to 250 sq. m, while buildings under the Pollution Control Board’s white and green categories up to 200 sq. m will also benefit. To reduce delays, digital verification will replace site inspections in certain cases before construction begins.

The Floor Space Index (FSI) for government-owned IT parks has been increased from 4 to 7, and coverage area from 60% to 70%, promoting more efficient land use. Similar relaxations apply to projects in transit-oriented and central business districts.

The reforms also include liberalised permit transfer norms, mandatory building permits for government constructions, reduced parking requirements for select categories, and children-friendly facilities in new buildings.

By removing red tape and introducing digital processes, Kerala’s revised building rules mark a progressive shift toward faster approvals, greater compliance, and sustainable urban development.
