India Proposes 12% Safeguard Duty on Steel Imports to Protect Domestic Industry

The Indian industry was seeking safeguard measures given the surge in steel imports from countries, particularly from China and Vietnam. The provisional duty recommendation was made by the Directorate General of Trade Remedies (DGTR) and is aimed at combatting serious injury and also safeguarding Indian makers from any possible harm caused by increasing steel imports.

This safeguard duty will be implemented initially for 200 days as a provisional measure, and its need will be reviewed almost immediately. The recommendation aims to protect Indian steel mills that have been hit by a flood of foreign steel at cheap prices. It will, therefore, spur the government into protecting the domestic producers to some level and the stability of the steel sector by imposing such a duty.

China and Vietnam are the biggest steel exporters to India and they supply it at a lower price due to mass production and state subsidy. This has unsettled Indian manufacturers here, who argue that such imports undercut their pricing and margins. The DGTR’s ruling, though, suggests the government was keen to shield the domestic industry from unfair trade practices.

Whether the duty remains for over 200 days will depend on further probes, including the impact on the industry. This, for now, in a country where the steel industry is important, is an important model for fair competition and for keeping domestic companies from being without help from abroad.
