TN’s ₹83,500 Cr ‘Global City’ Plan Gains Momentum: 4 Sites Shortlisted Near Chennai

With an idyllic dream of establishing a 2,000-acre smart urban hub costing ₹83,500 crore ($10 billion), Tamil Nadu’s hugely ambitious project named ‘Global City’ is drifting towards feasibility with four identified sites near Chennai. Announced in the 2025-26 state budget by Finance Minister Thangam Thennarasu, the futuristic city is said to be the next global investment magnet housing IT parks, residential zones, urban parks, trading centers, and fintech hubs.

The Tamil Nadu Industrial Development Corporation (TIDCO), which is leading the project, has appointed two international consulting firms to undertake feasibility studies regarding possible infrastructure and land availability with possible environmental issues and connectivity at the envisaged sites. Chengalpattu and Parandur, however, seem to be at the head of the race, although officials hardly spill anything.

On Chengalpattu’s side are good road and rail connectivity, along with the advantage of being close to Chennai’s existing airport, while on the other hand, Parandur is heading for Chennai’s second airport and is branded as the future “aerotropolis,” i.e., a city built around aviation and global connectivity.

Other options include corridors along the East Coast Road (ECR) and Old Mahabalipuram Road (OMR), both of which are already drawing IT investments. The proposed 65-km long Ennore-Poonjeri sea bridge could also add significance to ECR, whereas OMR is already supported by an established tech corridor.

A City of the Future

The Global City is designed with other ideas of mixed-income housing, green mobility, smart infrastructure, R&D hubs, corporate offices, malls, urban forests, and wellness zones as a benchmark for sustainability and livability.

Land Acquisition: A Major Hurdle

Perhaps the largest hurdle for the project, acquiring 2,000 hectares of contiguous land, will be an even bigger ordeal. Most of the land in the vicinity of Chennai is privately owned, and costs for land acquisition could well run into several thousand crores. Perhaps an option is to amalgamate areas in Sriperumbudur and Irungattukottai.

Infrastructure & Economic Impact

To make the city viable, the state plans major transport upgrades- extending Chennai’s metro network, upgrading expressways, and improving highway links. The Global City is expected to generate over 3 lakh-direct jobs and attract high-value investments in IT, fintech, R&D, and manufacturing.

If the land and location issues could be solved fast, experts believe this project may very well reshape Tamil Nadu’s urban and economic landscape.
