
A significant rally is scheduled for December 10 in Chennai, where a section of construction workers will protest the Union government’s new labour codes, which they claim undermine workers’ rights and welfare. The protest is being organized by the Tamil Nadu Unorganised Construction Workers Union and the Unorganised Workers Federation.
The primary grievance of the workers is the repeal of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, which was the result of years of protests and Supreme Court rulings. This act led to the creation of welfare boards and funds that benefitted construction workers across the country. However, the new Occupational Safety, Health and Working Conditions Code, 2020, abolishes these welfare boards, eliminates crucial building work protections, and limits the construction levy to projects valued above ₹50 lakh, effectively reducing resources for workers’ welfare.
The protestors argue that the new labour codes were passed without proper consultation, especially during the tripartite labour conference, and amid opposition walkouts in parliament. They also allege that welfare funds previously managed by state construction boards have been misallocated, leading to a loss of resources for workers.
The rally, to be held at Shastri Bhavan in Nungambakkam, will see workers demand the repeal of the controversial labour codes. They are also calling for the preservation of the Tamil Nadu Manual Workers (Regulation of Employment and Conditions of Work) Act, 1982. The protestors will further demand a ₹5,000 allocation per worker for medical support and pensions, along with 3% of the Union Budget being earmarked for the welfare of construction workers.
This demonstration highlights growing concerns over the welfare of unorganised sector workers, especially in industries such as construction, where working conditions and job security have long been a challenge. The protest serves as a powerful reminder of the need for a fair and transparent framework to protect workers’ rights and ensure their well-being.
