Chennai Corporation to Strictly Enforce Clean Construction Practices from December 22

The Greater Chennai Corporation has announced that it will begin strict enforcement of clean and safe construction guidelines across Chennai from December 22, aiming to curb dust pollution, debris dumping and traffic disruptions linked to ongoing construction activity. The move comes amid rising complaints from residents and commuters about blocked footpaths, narrowed roads and safety hazards near construction sites.

The guidelines, which were initially introduced across all Greater Chennai Corporation zones in May, mandate that all construction materials, excavated soil, debris and waste must be stored entirely within the construction site premises. Builders and contractors are explicitly barred from dumping materials on public roads, pavements or road margins under any circumstances.

According to civic officials, several violations have been observed across apartment complexes, commercial developments and educational institutions, despite repeated advisories. These practices have significantly affected pedestrian movement and vehicular traffic, particularly in high density residential and commercial corridors.

Under the enforcement framework, construction projects with a built up area ranging between 500 and 20,000 square metres will face penalties of ₹25,000 for violations. Larger developments exceeding 20,000 square metres will attract fines of up to ₹5 lakh. Smaller projects below 500 square metres are also required to ensure responsible material handling without encroaching on footpaths or carriageways.

The Corporation has instructed its zonal officers and field engineers to conduct regular site inspections and act promptly against erring builders. Officials indicated that repeated violations could lead to stricter action, including higher penalties and possible suspension of construction work until compliance is ensured.

Urban planning experts and resident welfare associations have welcomed the move, stating that unchecked construction practices have become a major urban concern. With Chennai witnessing steady growth in real estate and infrastructure projects, authorities believe disciplined site management is critical to maintaining public safety and urban mobility.

The civic body has urged developers, contractors and site supervisors to fully comply with the rules, warning that public complaints and field reports will be closely monitored. Officials reiterated that the objective is not to hinder development, but to ensure construction progresses responsibly while safeguarding pedestrians, motorists and neighbourhoods across Chennai.
