Bengaluru Rolls Out ₹7,000 Cr Urban Makeover With New Infrastructure SPV

In a big boost to city infrastructure development, the Karnataka government has announced a ₹7,000 crore project to transform Bengaluru’s urban landscape. A new Special Purpose Vehicle (SPV) Bengaluru Smart Infrastructure Limited (B-SMILE) has been created to spearhead the transformation.

The SPV will function independently of the Bruhat Bengaluru Mahanagara Palike (BBMP), which is being restructured. In contrast to BBMP, B-SMILE will handle both government and private investment, to enable faster project delivery, fewer bureaucratic delays, and a more efficient model of city development.

Flagship projects of the ₹7,000 crore plan are the building of 40 km of road tunnels, new flyovers, underpasses, and upgrading along stormwater drain buffer zones. A dramatic 250-metre sky deck is also in the offing — planned to provide city panorama views and enhance tourism.

“This is a move towards decongesting Bengaluru and providing it with the world-class infrastructure that it deserves,” Deputy Chief Minister D.K. Shivakumar said. Tunnel roads, especially, are likely to reduce traffic congestion by a big margin and increase overall connectivity in the city.

B-SMILE will be guided by an 11-member board led by a full-time IAS officer. The board shall consist of members from BBMP, Bangalore Development Authority (BDA), Bangalore Water Supply and Sewerage Board (BWSSB), and private sector experts.

B-SMILE will handle large-scale, strategic infrastructure development projects, but BBMP shall continue to perform day-to-day civic works such as filling potholes and maintenance.

Officials claim the new model marries public supervision with private-sector efficiency, providing a template for smart and sustainable urban development.

The move is one of Bengaluru’s most ambitious infrastructure initiatives in recent times, as the city struggles to cope with urbanisation, old civic amenities, and growing traffic nightmares.
