Kerala’s ₹25,000 Crore AI Township Project Faces Delays Amid Legal Challenges

Kerala’s ambitious plan to develop its first integrated Artificial Intelligence (AI)-enabled township under the Infopark Phase III expansion has encountered legal hurdles, slowing progress on one of the state’s largest technology and urban infrastructure projects.

The proposed development, spread across nearly 300 acres at Kizhakkambalam near Kochi, is expected to attract investments of around ₹25,000 crore and create approximately two lakh direct jobs. The project is positioned as a major catalyst for the next phase of growth in Kerala’s information technology sector and innovation ecosystem.

Designed as a mixed-use technology city, the township will integrate commercial office spaces, residential developments, educational institutions, healthcare facilities, retail centres and public infrastructure within a single ecosystem. Authorities have envisioned the project as a future-ready urban hub powered by artificial intelligence and smart city technologies.

However, legal disputes relating to land acquisition and statutory approvals have delayed implementation. Officials are currently working to resolve the pending issues while advancing necessary clearances required for the project’s next phase.

A key feature of the development is Kerala’s first large-scale land pooling model. Under this framework, landowners voluntarily contribute land for development and receive a portion of the developed land after infrastructure creation. Authorities believe the model can reduce acquisition challenges while ensuring long-term benefits for landowners through appreciation in property values.

The Greater Cochin Development Authority (GCDA) and Infopark are jointly driving the initiative. While GCDA is overseeing land pooling and planning activities, Infopark is responsible for infrastructure development and project execution.

The AI township is expected to feature intelligent traffic management systems, smart surveillance networks, digital governance platforms, renewable energy integration, advanced waste management systems and sustainable urban planning practices. Project planners have also highlighted goals such as carbon-negative operations, water-positive infrastructure and zero-waste management.

Despite the delays, industry stakeholders continue to view the project as a transformative initiative for Kochi and Kerala. Once implemented, the development is expected to strengthen the state’s position as a leading destination for technology investments, Global Capability Centres (GCCs), startups and innovation-driven enterprises.
