Kerala Budget Prioritizes Infrastructure with Major Projects

While facing financial challenges, Kerala’s most recent budget in October 2023 works to establish an infrastructure that aims to promote development, economic growth and better connectivity through various measures. Finance Minister K N Balagopal, who presented the budget, made special mentions of the massive allocations for transport corridors, waterways, and highway extensions. Among the best-performing initiatives is the Vizhinjam-Kollam-Punalur Growth Triangle (VKP-GT) ₹10,000 crore funding allocation out of the Kerala Infrastructure Investment Fund Board(KIIFB).

The project would upgrade transport networks and create multi-modal hubs, logistics centres, manufacturing parks and processing units, creating economic activity in the corridor. The government is also expediting the expansion of the Vizhinjam International Seaport; the second, third and fourth phases have now been scheduled for completion in December 2028, instead of within the original deadline. With the opening of ITCZ, Vizhinjam is set to become a strategic Export-Import network. It will contribute to incentivizing maritime trade within the state of Kerala.

The state is also pushing forward with critical highway projects, including the completion of the six-lane National Highway expansion by the end of the year and the finalization of both the Hill Highway and Coastal Highway projects. Plans for a new shipyard in southern Kerala further reflect the government’s emphasis on maritime infrastructure.

Despite financial limitations, the Pinarayi Vijayan-led government remains committed to large-scale infrastructure development, seeing it as a catalyst for economic progress. The budget’s focus on transport corridors, ports, and highways underscores Kerala’s vision of strengthening connectivity and industrial growth in the coming years.
