Vizhinjam–Navaikulam ORR: NHAI to Appoint Consultant for Tunnel Feasibility Study

The National Highways Authority of India (NHAI) is preparing to appoint a consultant next month to assess the feasibility of constructing tunnels along ecologically sensitive stretches of the much-delayed Outer Ring Road (ORR) project between Vizhinjam and Navaikulam (NH 866). The move marks a crucial step in addressing environmental and engineering challenges that have stalled the 63–77 km greenfield highway project for years.

The tender for consultancy services, opened earlier this week, attracted bids from 14 firms specializing in tunnel engineering on national highways. Once selected, the consultant will carry out detailed investigations, including soil testing, slope stability analysis, and environmental impact studies. The feasibility report is expected to be completed in three to four months, following which the Centre will review the findings before granting final approval.

A senior NHAI official stated that the consultant’s report would be critical in determining whether tunnelling is technically and economically viable. While tunnels are considered an environmentally sensitive solution compared to extensive hill cutting, they involve significantly higher costs and complex engineering execution.

The ORR, part of the capital region development programme, is planned as a vital corridor linking Vizhinjam Port with NH 66 at Navaikulam, passing through Thekkada. Though land acquisition is progressing in several stretches, delays in compensation, litigation, and environmental clearances have slowed momentum. The Supreme Court’s recent ruling against post-facto environmental approvals has further complicated matters, forcing the project to undergo fresh assessments.

Local action councils, however, have expressed frustration over the prolonged delays. Residents in affected areas complain that uncertainty over alignment and compensation has disrupted livelihoods for years. “Another study will only extend the waiting time for this essential project,” said S. Chandramohan Nair, convener of the local council.

Despite these concerns, experts believe the tunnel feasibility study is a necessary step to ensure the project’s environmental compliance and technical soundness. Once approved, the Vizhinjam–Navaikulam ORR will serve as a critical infrastructure link, boosting connectivity, trade, and regional development in Kerala.
