Vizag Steel Plant to Privatise Firefighting Services Amid CISF Exit

In a very stirring development, the Vizag Steel Plant (VSP) will go for privatising firefighting, prevention and rescue services. The management has floated an Expression of Interest (EOI) for private players to take over these important services, which form the second step in VSP’s privatisation effort after the earlier Sinter Plant and Raw Material Handling Plant (RMHP).

Currently, firefighting duties are handled by the Central Industrial Security Force (CISF), with three fire stations and a 13-member fire crew safeguarding the facility. However, with CISF reportedly unwilling to continue if asked to work alongside Andhra Pradesh Police — VSP’s initial replacement option — the plant has opted to turn to private contractors. Sources indicate there was no response from the state police, further complicating the transition.

Known for its swift response and modern equipment, VSP’s fire unit is often the first line of defence not just within the plant, but also across pharmaceutical and industrial clusters within a 70-km radius.

The EOI outlines that the contract will cover a 24-month period at an estimated value of ₹18.24 crore. 3 PM of July 14 is the last date to submit tenders and bids will be opened the subsequent day. The offer remains valid till 14 November 2025.

Worker unions are very concerned about this gradual process of privatisation by VSP, worried about job security and the quality of services. But management justifies that this is necessary for realising efficiency through outsourcing and for guaranteeing uninterrupted safety services on account of staffing uncertainties.

It would indicate a major shift in safety operations at one of India’s largest steel plants from government-managed emergency response to privatisation. Industry observers and labour groups are going to watch the outcome of the tendering process and subsequent transition very closely.
