Karnataka Pushes for Height Norm Relaxation to Unlock Bengaluru’s Housing Potential

In a significant move that could reshape Bengaluru’s real estate landscape, the Karnataka government has approached the Centre seeking a review of building height restrictions around key aviation zones. These include areas surrounding Kempegowda International Airport, HAL Airport, Jakkur Aerodrome and Yelahanka Air Force Station.

Currently governed by strict aviation safety regulations, these height limits have long acted as a constraint on vertical development across several high demand corridors, particularly in North Bengaluru. As the city continues to expand rapidly, these restrictions have increasingly been viewed as a bottleneck to efficient land utilisation.

Deputy Chief Minister D K Shivakumar has highlighted the need for a more balanced regulatory approach, pointing out that the existing norms are limiting urban growth and restricting developers from fully utilising available Floor Area Ratio. This has not only impacted project feasibility but also contributed to supply constraints in prime locations.

Industry experts believe that a calibrated relaxation of these norms could unlock significant housing supply. Developers would be able to build taller structures, thereby increasing inventory across segments. This is expected to ease price pressures and improve affordability, especially for mid income homebuyers who have been facing rising property costs in recent years.

Key micro markets such as Yelahanka, Hebbal, Jakkur and the airport corridor are likely to see the maximum impact if the proposal is approved. These areas already benefit from strong infrastructure connectivity and proximity to major employment hubs.

Officials have indicated that any relaxation will be carefully evaluated in consultation with civil aviation and defence authorities, ensuring that safety remains a top priority. A phased or zone specific approach is expected rather than a blanket easing of norms.

If implemented, this policy shift could mark a crucial step towards enabling vertical growth in Bengaluru while addressing the city’s growing housing demand in a more sustainable and balanced manner.
