Andhra Pradesh Rolls Out Self-Certification Scheme to Accelerate Construction Permits

To fasten the pace of their approvals concerning construction, the government of Andhra Pradesh has established its own self-certification savings scheme.

The Andhra Pradesh government has launched Self-Certification Scheme (SCS) 2025, which will help fasten the processes related to building permits and clear the landscape of the housing market for ease in approving buildings.

Chief Minister N. Chandrababu Naidu for the new scheme said that it will ease the Ease of Doing Business (EoDB) in the state. “SCS 2025 is a strategic move to ease the approval burden on citizens and developers while promoting an investment-friendly environment,” he stated.

This scheme was notified through a Government Order and formally announced by Urban Development Minister Ponguru Narayana on Sunday. The scheme will allow applicants to instantly obtain approvals through the Online Building Permission System (OBPS) based on trust and self-certification. Permissions are granted online on an instantaneous basis, allowing the applicant to commence construction without any delay, immediately after payment and upload of required documents.

Urban Development Principal Secretary Suresh Kumar highlighted the shift in accountability. “The enforcement of adherence to approved plans now rests with licensed technical personnel and applicants. Town planning inspections are limited to just 10–15% of randomly selected files,” he said.

A signed self-certification proforma by the applicant and Licensed Technical Person (LTP) is now mandatory, affirming the accuracy of the plans and data submitted. This reduces red tape and inspection delays while holding professionals accountable.

In its initial rollout, the scheme applies to non-high-rise residential buildings on plots up to 4,000 sq. m in approved or regularised layouts, Gramakantam areas with approved circulation patterns, and redevelopment of pre-1985 buildings. It also covers white-category industries (non-polluting) on plots up to 500 sq. m, as classified by the Andhra Pradesh Pollution Control Board.

By removing routine inspections and placing greater trust in applicants and professionals, the AP government hopes this model will speed up urban development and create a replicable framework for other states looking to modernize construction approvals.
