The Tamil Nadu government has reconstituted the Tamil Nadu Real Estate Regulatory Authority (TNRERA), appointing retired IAS officer K. Phanindra Reddy as chairperson and naming four members to the statutory body responsible for regulating the state’s real estate sector.

The appointments were made following recommendations from a selection committee constituted for the purpose, according to a government order issued by the Housing and Urban Development Department.

Alongside Reddy, the authority will include retired IAS officers Reeta Harish Thakkar and Mythili K. Rajendran, retired district judge S. Kirubaharan Mathuram, and retired engineer-in-chief K. P. Sathyamurthy.

The reconstitution follows the resignation of the previous leadership, including retired IAS officer Shiv Das Meena, who had served as TNRERA chairperson since August 18, 2024. Four members also resigned: retired IAS officer L. Subramanian, D. Jagannathan, advocate M. Krishnamoorthy and Sukumar Chittibabu, a former Chief Revenue Officer of the Greater Chennai Corporation.

Previous Appointments Superseded

Before the latest appointments, the state government had appointed Reddy as chairperson and retired district judge A. Nazir Ahmed and Thakkar as members for six months or until the authority was reconstituted.

Those appointments were made using the state government’s superseding powers under Section 82 of the Real Estate (Regulation and Development) Act, 2016. The latest appointments have now followed the selection committee’s recommendations.

What TNRERA Means for Homebuyers and Developers

TNRERA operates under the Real Estate (Regulation and Development) Act, 2016, commonly known as RERA. The regulatory framework was introduced to improve transparency and accountability in property transactions and provide homebuyers with a formal mechanism to raise complaints against developers.

The authority plays an important role in overseeing real estate projects covered by the law, monitoring regulatory compliance and addressing disputes between buyers and promoters within its jurisdiction.

Its leadership is therefore relevant to homebuyers awaiting resolution of complaints, property developers managing registered projects and investors seeking greater clarity in the real estate market.

The reconstitution comes at a time when regulatory oversight remains an important part of Tamil Nadu’s property sector, particularly in Chennai and other growing urban markets.

The effectiveness of the newly constituted authority will depend on its handling of pending matters, regulatory enforcement and the timely resolution of disputes. The latest appointments establish the authority’s new leadership structure, while its work in implementing the RERA framework will remain central to protecting the interests of homebuyers and promoting accountability in the state’s real estate industry.
