Tamil Nadu Moves Building, Planning Permission Appeals Online Through Single Window Portal

Tamil Nadu Government has approved an online appeal and dispute resolution mechanism for building and planning permission applications, a move aimed at making the approval process more transparent, trackable and time-bound.

The proposed system will be adopted by the Directorate of Town and Country Planning (DTCP), Chennai Metropolitan Development Authority (CMDA) and other planning authorities across the state. Applicants will be able to file appeals through the Single Window Portal (SWP), rather than relying on the existing manual process.

Under the Tamil Nadu Town and Country Planning Act, 1971, Sections 79 and 80-A already provide statutory remedies for applicants and affected parties. However, appeals currently involve manual filing and processing. The new digital mechanism is intended to bring these proceedings into the same online ecosystem as the original planning and building permission applications.

Once implemented, appeals against planning permission decisions can be filed online within two months of the relevant order being communicated. The appeal will be electronically linked to the original application, meaning applicants will not have to submit documents that are already available on the Single Window Portal.

The proposed platform will also introduce real-time case tracking, electronic scrutiny and jurisdiction-based assignment of appeals. Applicants will be able to see the progress of their cases through different stages, while automated alerts and escalation mechanisms are expected to help flag delayed cases.

Another feature will allow authorities to schedule physical or virtual hearings through the portal. Final appeal orders will be digitally signed and made available for download, creating an electronic record of the entire process.

The government also plans to publish appeal decisions and provide real-time statistics through a dashboard showing pending and disposed cases. Importantly, applicants will not have to pay an appeal fee under the proposed system.

The initiative follows a proposal from the Commissioner of Town and Country Planning and is linked to the Centre’s Business Reforms Action Plan 2026, which calls for comprehensive and time-bound mechanisms for resolving business-related disputes.

For builders, developers, architects and property owners, the shift could make the appeals process easier to navigate while reducing paperwork and improving visibility on pending cases. The effectiveness of the system, however, will depend on how quickly DTCP, CMDA and other planning authorities integrate the mechanism into their existing workflows.
