
The Telangana government has announced an ambitious plan to develop 5,587 km of roads under the Hybrid Annuity Model (HAM), with an estimated investment of Rs 10,986 crore in its first phase. This initiative aims to improve connectivity, enhance road safety, and set national benchmarks in infrastructure quality. Tenders for the projects are expected to be invited next month.
During a high-level review meeting, Deputy Chief Minister Mallu Bhatti Vikramarka emphasized that every Assembly constituency must be included in the road development plans. Officials were instructed to base the designs on detailed traffic surveys to ensure effective and efficient road usage.
Roads and Buildings Minister Komatireddy Venkat Reddy highlighted that the development and strengthening of roads will be carried out over three years in multiple phases, combining both double-lane roads connecting mandals to district headquarters and four-lane corridors linking districts to Hyderabad. The project aims to provide durable, high-quality infrastructure to support economic growth and public safety.
Special Chief Secretary Vikas Raj presented the proposed routes, timelines, and funding mechanisms, while Finance Secretary M Haritha and senior R&B engineers attended the meeting to review technical and financial aspects. The government also highlighted the importance of restoring flood-damaged roads and ensuring their resilience to extreme weather conditions.
The Hybrid Annuity Model, a public-private partnership framework, allows the government to share project costs with private developers, ensuring faster execution while maintaining quality standards. By adopting HAM, Telangana aims to leverage private sector efficiency alongside public oversight to deliver roads that meet national and international standards.
With this project, Telangana is poised to strengthen regional connectivity, reduce travel times, and enhance road safety across the state. The government’s focus on modern, resilient, and high-quality roads is expected to provide long-term benefits to commuters, businesses, and the overall economy.
