GCC to Appoint Consultants for Monitoring Road Works Across Chennai at ₹7.5 Crore

In a move to tighten quality checks on its extensive road relaying drive, the Greater Chennai Corporation (GCC) will appoint consultants to monitor over 3,000 stretches across the city. The six-month consultancy project, costing ₹7.5 crore, will be executed in 16 packages under the Project Management Consultancy (PMC) framework.

The road relaying work itself, spanning interior roads, bus route roads, bituminous (BT), cement concrete (CC), and interlocking paver (ILP) surfaces, is being taken up in 106 separate packages across all 15 zones of Chennai.

Unlike in the past, when local engineers oversaw such projects, the new plan entrusts private consultants with complete quality monitoring from planning and scheduling to final billing. Their role includes scrutinizing execution plans, reviewing shop and fabrication drawings, and approving method statements.

“Daily inspections will be mandatory at central mixing plants and construction sites,” said an official from the GCC’s Bus Route Roads Department. “At every stage, quality control tests will be conducted, including checks on contractors’ machinery, calibration certificates, and the operational condition of hot mix plants.”

The consultants will also perform levelling checks before and after milling operations, and during profile corrections. Once relaying is complete, they are expected to conduct final tests and issue completion or provisional certificates.

Another key responsibility will be ensuring precise physical measurements of the roads post-execution and updating progress on the GCC’s Enterprise Resource Planning (ERP) system used to track all infrastructure projects.

The consultants will further assist the Corporation in obtaining estimates from utility agencies, resolving disputes, and advising on technical codes and practices. All test and field inspection reports must be submitted in duplicate to the Bus Route Roads Department.

The appointment of external quality controllers marks a significant step in ensuring better execution and transparency in Chennai’s road infrastructure projects.
