CMDA Declares Land Pooling Scheme for Madambakkam and the Surrounding Regions

The CMDA has unveiled plans to form a Land Pooling Area Development Scheme (LPADS) that would stretch over 242.81 hectares (approximately 600 acres) spread across the Madambakkam, Agaramthen, and Kovilancheri villages falling under the purview of St. Thomas Mount Panchayat Union and Tambaram Corporation.

The Government of Tamil Nadu declared its intention with a government order, G.O. Ms. No. 66, March 7, 2024, in respect of the CMDA for declaring its Madambakkam LPADS with Section 39 A, Sub-section (1) of the Tamil Nadu Town and Country Planning Act, 1971 that was published in both English and Tamil versions in the Chengalpattu District Gazette on March 14, 2024.

This is one of the most important steps towards the regional development that has been well-organized. CMDA later, on January 9, 2025, also published the draft scheme for the project in the Chengalpattu District Gazette both in English and Tamil through notifications. These efforts represent the commitment of CMDA towards the development of planning and urbanization within the growing suburbs in Chennai.

It is believed that not only will the Land Pooling Area Development Scheme help streamline the land acquisition process but also contribute to the city’s systematic urbanization, thereby reaping long-term benefits for citizens and businesses alike. The draft scheme provides a picture of the region with a much-planned use of resources in its blueprint for future development.

With this declaration, CMDA is now going to proceed toward the detailed planning and implementation of the LPADS, which is going to significantly alter the landscape in Madambakkam and adjacent areas.
