Tamil Nadu Clears Stilt + Two-Floor Homes, Boosting Villa Demand in Chennai

Families aspiring to own villas and independent homes in Chennai have received a major boost, with the Tamil Nadu government permitting stilt plus two-floor buildings up to 10 metres under the self-certification scheme. This landmark move not only allows residents to utilize stilt space for parking but also ensures faster handovers and transparent approvals, paving the way for a surge in villa and plotted developments across Chennai and its suburbs.

Industry experts believe the change will reshape demand patterns, particularly in high-growth corridors like OMR and ECR, where independent homes and villas are increasingly sought after. “Earlier, self-certification was limited to G+1 homes, and parking was counted within FSI, leading to roadside parking issues. Now, with stilt + two floors allowed, we will see more practical villa projects coming up,” said S Ramprabhu, chairman of the DTCP committee at the Builders Association of India.

The self-certification scheme, launched by Chief Minister M.K. Stalin in July 2024, was designed to help economically weaker sections and middle-income groups by providing immediate building permits through a single-window online portal. Initially restricted to G+1 constructions up to 7 metres, it has already benefitted over one lakh applicants. Extending this scheme to stilt + two-floor homes is expected to further ease the housing process for thousands of families.

According to industry voices, the decision will be a game changer for both homebuyers and developers. Customers gain the advantage of quick online approvals, transparent guidelines, and convenience without multiple visits to government offices. Builders, on the other hand, benefit from reduced costs, simplified processes, and faster project execution.

“This initiative truly benefits the common man, while also giving a major push to villa developments in Chennai. It saves both time and money, while creating better-planned neighbourhoods,” said S Sridharan, executive committee member of CREDAI National.

With streamlined approvals, clarity in regulations, and added parking space, Tamil Nadu’s new rule is set to transform the landscape for independent housing in Chennai. Developers expect this to accelerate demand in plotted layouts, bringing the dream of owning a villa closer to reality for many families.
